Umeå municipality is set to pay a self-imposed penalty of 330,000 kronor following procedural oversights in relocating the Baggböle shooting range clubhouse. The move, executed in April 2024 to support the expansion of an industrial area, proceeded without securing essential building permits ahead of time.
The municipality initially obtained a demolition permit, however, the necessary building permit was only approved in June 2024. The final approval, critical for moving forward with construction activities, did not arrive until March 2025—effectively placing the clubhouse in its new location for eleven months without formal authorization.
Mikael Berglund, chairman of the building committee, underlined the need for the municipality to abide by the same regulations that govern other entities, stressing that all parties must adhere strictly to procedural guidelines when undertaking such relocations. The incident has shed light on the complexities and accountability mechanisms within local government operations.
These developments reveal a significant lapse in procedural compliance, raising questions about future oversight in municipal projects and the importance of following regulatory protocols in urban planning.
