Foxtrot Gang Leaders Sentenced to Life in Iraq; Extradition Challenges Loom for Sweden

Two major developments have unfolded in the judicial pursuit of Foxtrot gang leaders linked to serious criminal activities in Sweden. Ali Shehab, a high-ranking Foxtrot member and key figure in violent crimes and drug trafficking, has been sentenced to life imprisonment in Iraq for drug-related offenses. He was arrested in Iraq in December 2025 and was previously on Europol's most wanted list. Shehab is suspected of masterminding violent acts in Sweden, including the mass shooting in Gävle where six people were injured, as well as the Farsta torg double murder. Despite Sweden's request for extradition, Iraq has refused to hand over Shehab due to his Iraqi citizenship, making it impossible to bring him to trial in Sweden. Swedish Prime Minister Ulf Kristersson underscored the importance of keeping Shehab locked up to prevent further crimes, stating, "The most important thing is that he is now locked up and cannot commit more crimes." The Swedish prosecution continues to investigate his criminal activities in Sweden, though the feasibility of prosecution remains uncertain.

Additionally, two brothers from Nyköping, part of the Foxtrot gang recruitment cell that operated from Iraq targeting youth for violent acts in the Nordics, were also sentenced to life imprisonment for drug offenses. One of the brothers is already serving a life sentence in Sweden for a 2020 murder, while the others have been convicted of drug crimes in Sweden. Their arrests and sentencing represent a significant blow to Foxtrot's recruitment network in Iraq.

These rulings are part of a broader crackdown on international gangs using Iraq as a base to orchestrate crime in Sweden and the Nordic region. Swedish authorities emphasize that while extradition is hindered by citizenship rules, cooperation with Iraqi legal authorities has led to these convictions. State prosecutor Helene Gestrin remarked, "The sentence makes it clear that one should not believe they can control crime in another country from Iraq, as Iraq will intervene." This coordinated legal effort deals a serious setback to the Foxtrot network's ability to manage criminal operations from abroad, especially their recruitment and violent activities in Sweden.

The case highlights the complex challenges Sweden faces in prosecuting gang leaders who hold dual nationalities and operate transnationally. Although Shehab and others will not stand trial in Sweden, their imprisonment in Iraq reduces the threat they pose to Swedish society, providing some measure of justice for victims of gang violence.
