Sweden’s innovation agency, Vinnova, has called for substantial and sustained investments starting in 2028 to strengthen the country’s leadership in key strategic technologies such as artificial intelligence (AI), 6G, semiconductors, quantum technology, advanced materials, and biotechnology. In its comprehensive report titled "Färdplaner för Sveriges teknikledarskap," Vinnova put forward 13 concrete proposals designed to enhance national coordination and infrastructure to support technology development at scale and accelerate the transition from pilot projects to industrial production.
Among the key proposals, Vinnova recommends a funding commitment of at least 1 billion SEK annually from 2028, rising to 2 billion SEK by 2032, specifically to support initiatives like "Teknikklivet," aimed at maturing strategically important technologies. Another major initiative, the proposed "Teknikinfrastrukturlyft," would require a minimum annual investment of 2 billion SEK starting in 2028 and doubling to 4 billion SEK from 2032 onward, with the government expected to provide at least half the funding to develop laboratories, pilot lines, and other critical environments for innovation.
To fuel the growth of technology-driven companies, Vinnova suggests launching the "Scaleup Accelerator Sweden," with a dedicated budget of at least 500 million SEK annually from 2028. This program aims to increase private capital flows into startups and enhance market connections. Furthermore, fostering demand for new technologies through challenge-driven pre-commercial procurement is also emphasized, with a proposed annual allocation of at least 1 billion SEK.
Darja Isaksson, CEO of Vinnova, stressed the urgency of these investments amid geopolitical uncertainties, stating that Sweden must act decisively to convert its technological strengths into global leadership. She highlighted the need for increased investment and improved conditions to scale valuable technologies nationally and internationally. The report also calls for the establishment of a national technology council and enhanced cooperation with the European Union to maximize the efficiency and impact of these strategic investments.
These proposals mark a significant step toward securing Sweden’s competitive edge in rapidly evolving high-tech sectors by creating a stronger innovation ecosystem, facilitating effective scale-up mechanisms, and bolstering infrastructure crucial for advanced technology development.
