Västra Götalandsregionen Terminates Millennium System Contract, Paying 657 Million Kronor

Västra Götalandsregionen (VGR) has officially decided to terminate its contract with Oracle regarding the Millennium journal system, agreeing to pay a termination fee of 657 million kronor. The unanimous decision was made during an extraordinary meeting of the region's board as part of a move to end the troubled Millennium project. The system, launched in November 2024, was stopped after only three days due to significant operational failures and protests from healthcare staff, significantly impacting healthcare capacity.

Since the start, the Millennium project has already cost VGR around 3.7 to 3.8 billion kronor. Oracle has received about 120 million kronor to date. Despite having the option to claim compensation of up to 607 million kronor from Oracle for contractual breaches, VGR chose not to pursue legal action due to the anticipated greater costs associated with such proceedings.

As part of the termination agreement, contracts for three existing Oracle IT systems will be extended by four to eight years, increasing annual operating costs by approximately 40 million kronor. Region Director Ann-Charlotte Järnström emphasized the importance of maintaining access to essential systems during this transitional phase.

Political leaders characterized the Millennium initiative as a total failure. Håkan Lösnitz from the Sweden Democrats underlined the necessity of effective digital tools to support healthcare professionals. The termination agreement is expected to be signed by both parties imminently, marking the end of the costly and unsuccessful Millennium chapter and the beginning of new IT procurement efforts in the region.
