Uddevalla Home Care Under Scrutiny as Staff Face Suspension for Serious Deficiencies

Uddevalla municipality has suspended all 19 night staff members in its home care service for one month amid alarming operational shortcomings. The decision, made public by social chief Malin Normann, comes after an investigation uncovered extensive issues, including missed visits to care recipients, inadequate care, and troubling allegations of misconduct such as threats and drug use.

During a press conference on September 11, 2025, Normann expressed regret over the municipality’s failure to provide necessary care, stating, "We acknowledge our shortcomings in delivering quality services during night hours." This investigation, which highlights serious lapses in care that have reportedly persisted for several years, has prompted the municipality to take immediate actions.

The deficiencies were first revealed in a Lex Sarah report, which is required under Swedish law for reporting serious deficiencies in care services. The investigation showed that care recipients have suffered due to these failures, triggering a wider municipal inquiry. In response, the municipality is examining how deviations reported by staff have been managed, with a focus on improving the recruitment process to prevent hiring individuals with criminal histories or substance abuse issues.

Ann-Charlott Gustafsson, chair of the social committee, acknowledged the systemic nature of the problems, stating, "We need to ensure rigorous background checks. No individual with a criminal record should be operating in such a sensitive environment." Furthermore, Gustafsson mentioned that a police report might be filed concerning some of the allegations being investigated.

The municipality's swift action highlights the growing concern over operational standards in Uddevalla’s night care service, as remaining questions linger about how such serious deficiencies were able to go unchecked for years. Despite the situation, Gustafsson expressed confidence in social services and Normann's leadership. The focus now shifts to ensuring that care recipients receive the safe and quality care they deserve while holding accountable those responsible for these egregious lapses.
