Swedish Government Launches Initiative to Crack Down on Fake Foster Homes

The Swedish government has unveiled a significant initiative aimed at identifying and shutting down fake foster homes operating illegally within the country. Led by Social Services Minister Camilla Waltersson Grönvall, the project focuses on protecting the welfare and safety of children placed in so-called HVB (special residential care) homes.

Highlighting the grave risks posed by these unauthorized establishments, Waltersson Grönvall stressed the importance of child safety, stating, "When unscrupulous actors circumvent the law, it is the safety of children that is at stake." She further remarked on disturbing findings where some foster parents do not even live in the same residence as the children under their care.

The government has mandated the Inspection for Care and Medical Services (Ivo) along with four other authorities—the police, the Economic Crime Authority, the Tax Agency, and the Social Insurance Agency—to collaborate closely in investigating and exposing these false family homes. This multi-agency effort aims to prevent the placement of children in untrustworthy foster care settings and restore integrity to Sweden's welfare system.

This comprehensive investigation and enforcement initiative is scheduled to run until April 2028, when a final report is expected. The project demonstrates the Swedish government's firm commitment to eliminating unscrupulous actors who exploit vulnerable children and to upholding stringent standards across foster care services.
