Moderates Accelerate Abolition of Quantity Discount in Criminal Sentencing to 2029

The Moderate Party, led by Prime Minister Ulf Kristersson, has advanced its plan to abolish the "quantity discount" (mängdrabatt) in criminal sentencing a year earlier than previously scheduled, aiming for implementation by January 1, 2029. This discount currently permits reduced sentences when multiple crimes are committed, but the reform intends to increase sentences by basing punishment on the combined severity of up to three serious offenses. The anticipated effect is that prison sentences for repeat offenders will lengthen by 50 to 75 percent compared to current practice.

In a press conference, Kristersson emphasized the feasibility of meeting this accelerated timeline and highlighted that the policy is a government priority. Accompanied by Justice Minister Gunnar Strömmer and Finance Minister Elisabeth Svantesson, he pointed to projections that new prison places required could be cut by more than half by 2035, supporting the practicality of the change.

The Social Democrats criticized the commitment, labeling it unrealistic because of limitations within the criminal care system to expand prison capacity rapidly. They advocate instead for a narrowed abolition targeting sexual offenses only.

This policy update forms part of the Moderates' broader achievements in the current 2022–2026 mandate period, during which they claim to have fulfilled or initiated 93% of their 240 election promises. The party has overseen a 75% reduction in deadly shootings and has pushed reforms aimed at improving public safety and law enforcement. Kristersson maintains that while significant progress has been realized, including economic improvements and a stronger security posture following Sweden's NATO accession, more remains to be done to ensure a safer society.

This accelerated abolition of the quantity discount reflects the Moderates' determination to toughen the criminal justice system as part of their ongoing governance and election commitments.
