Evaluation of Emergency Response After Campus Risbergska Mass Shooting Highlights Need for Improved Coordination and Training

An evaluation of the emergency response to the mass shooting at Campus Risbergska in Örebro, which occurred in February last year and resulted in ten deaths and six injuries, has highlighted both successes and significant areas for improvement. The incident is recognized as the worst mass shooting in Swedish history.

According to reports from Myndigheten för civilt försvar (MCF) and the Disaster Medicine Centre, the rapid police response and the school's prior lockdown training drills were instrumental in saving lives during the crisis. Håkan Lenhoff, an evaluator at MCF, emphasized the effectiveness of these measures but pointed out that better collaboration among emergency services remains a critical need.

The evaluation advocates for more frequent joint exercises among police, medical responders, and other emergency agencies to enhance their ability to manage ongoing violent incidents and provide prompt care to the injured. Moreover, the current lack of a dedicated authority for public safety oversight in public spaces was identified as a gap, prompting recommendations for the government to appoint a single responsible entity.

Additionally, the report stresses the importance of clarified roles and responsibilities in crisis management, to ensure timely and effective support for those affected. The delineation between regional and municipal responsibilities for crisis support has proven unclear, leading to challenges in delivering aid promptly. These issues reflect patterns seen in prior incidents, underscoring the need for clearer organizational boundaries.
